TOPEKA, Kan. (AP) - The Kansas Lottery Commission heard from two applicants who want to operate the state-owned casino in Wyandotte County. Making presentations Wednesday was Penn National Gaming Inc., and a partnership that includes Kansas Speedway. Both proposed phased-in projects. Penn's $539 million proposal calls for spending $385 million in the first phase that includes a casino with 2,500 slot machines and a 250-room hotel. Speedway proposed spending $521 million for a Hard Rock Hotel and Casino complex at the track that would be built in two phases. The commission planned to hear from the three Sumner County applicants in the afternoon. It will decide June 25 how many applications to forward to a review board that will make the final selections.
