County Frustrated Valley Center Failed to Follow Annexation Plans
WICHITA, Kan. - Sedgwick County Commissioners heard testimony from residents of Valley Center on Wednesday, who are unhappy with the lack of follow through with service plans since the city annexed their land outside the city, five years ago.
Valley Center Community Development Director, Warren Utek apologized to commissioners for the plan that he said he had no responsibility for creating.
Commissioners determined that the city didn't do what was promised. The homeowners were upset that their taxes went up, but services went down following the annexation. The commission vote was 3 - 1 with Dave Unruh the only council member to vote that the city had followed the plan. Board Chairman Tim Norton was absent.
Valley Center will now have two and a half years to improve services. At the end of that time, landowners in the annexed areas can petition the County Commission for another hearing with possible de-annexing.
