WICHITA - The city's annual River Festival is underway. After the heavy rains on Wednesday night, the festival begins with an advisory for limited contact with the river water, because of elevated levels of E. coli bacteria.
During the festival, the city will fly flags from the Douglas & Lewis street bridges, indicating the safety of the river: blue flags indicate no restrictions; green flags indicate boating is allowed; and orange flags restrict all contact with the river.
Friday's status allowed boating on the river.
