EMPORIA, Kan. -- An Emporia man made his first appearance in court Monday afternoon after being arrested last week on various charges including stalking.
Thomas Hebb, 60, was officially charged with 9 counts of stalking and 47 counts of promoting obscenity. This comes after a lengthy investigation involving letters sent to more than 20 victims, both men and women.
Police said male victims received letters in reference to their wives or girlfriends. Some of the victims began receiving the letters in late 2011. Officers arrested Hebb last Tuesday.
Hebb's bond is set for $50,000 and he's scheduled to be arraigned on March 25th.
